This small (14Kb) no-frills version of Add and Remove Programs is very fast and can be run instantly from a desktop or QuickLaunch toolbar shortcut, or from the Tech-Pro Utilities menu.
Tech-Pro Textpad requires the Tech-Pro Utilities Startup package to be installed. This package contains the run-time files that are required by Textpad. Tech-Pro Utilities are donationware - if you like them, donate a few dollars.
